Information Sharing and Intelligence Analysis for Law Enforcement and Homeland Security

Objectives

The overall objective of this Contextor application is the analysis of data into effective intelligence to prevent and combat activity of criminal and terrorist hostile networks. Relevant data is originally dispersed in different information systems in different locations, formats and structures. It is pumped into a data fusion center and used as the basis for analysis of hostile networks. The users of the system are law enforcement officers and analysts at any level.

Another important objective is to send relevant data from this center to other regional, State or federal agencies using GJXDM (Global Justice XML Data Model) as prescribed by the Department of Justice National Criminal Intelligence Sharing Plan. This allows effective local use of the shared data while at the same eliminating the need for each local agency to adapt their systems to GJXDM.

System Description

Data sources – CAD/RMS systems from one or more jurisdictions and vendors, field reports, criminal justice databases, RMV data, other structured and unstructured data. Contextor is used in applications with billions of data records without significant degradation in performance.

Regional repository – Data is pumped over local and wide area networks to a central repository into a standardized structure. This process includes conflict resolution, canonization and data quality issues.
